Resize/Regroup Hotbars

I'm looking for the ability to regroup my hotkeys as needed on a per-bar basis. I'd love to be able to do this in-game. If you're familiar with the WoW mod "Bongos" (which later became "Dominos"), that's exactly and only what I need. All slots should be keymappable through the default in-game UI.

I know that some mods have statically resized bars, and I know of at least one which appears to let you resize them yourself, but they are all part of larger packages.

This is all I want. I don't want all the stuff the bigger mods have. I'm not looking to sign up for a fresh batch of bugs every GU, or problems with this window and issues with that panel, and so on. I just want more modular bars. Nothing else.

If this is something I could do myself, I'd be glad to try - though the XML I'm seeing in the default files is a little beyond my expertise.

I might be about to add this feature to my default ui known as "default Plus".

IM me so I can understand if this is something that would fit with that ui or not.
